Blood collection for research purpose is considered a medical procedure and must be performed by licensed healthcare professionals who have received appropriate phlebotomy training with required qualifications. 
Eligible personnel include medical technologists, nurses, and physicians, all of whom must hold a valid professional license during the period of practice.
