Capacity Reached for External Entrusted Reviews for 2026!!

If the principal investigator is not affiliated with TMU system, the case is classified as an "entrusted review" case. Based on the research team and execution site, these are divided into two categories:

1. Purely Entrusted Review Cases:
Cases must simultaneously meet all three of the following conditions:

• Research Team: Neither the Principal Investigator (PI) nor any Co-Investigators are full-time personnel within the TMU system, and the study sites are not located within any TMU-affiliated institutions.
• Geographical Scope: Applications will only be accepted if both the host institution and the research site(s) are located within Taipei City, New Taipei City, Keelung City, Taoyuan City, or Yilan County.
• Monthly Cap: A monthly cap of 2 external applications will be implemented. Submissions will be paused once the cap is reached.

2. Collaborative Entrusted Cases:
Cases must meet any one of the following conditions (no quota limit applies):

• Research projects conducted in collaboration with the TMU system by an outside school, outside hospital, or other institution, where a full-time TMU system employee serves as Co-/Sub-Investigator.
• Research projects conducted in collaboration with the TMU system by an outside school, outside hospital, or other institution, where the execution site is at an institution within the TMU system.

Application Process:

1. Applicants are requested to first complete the online registration form and provide a draft "Declaration of Human Subject Protection Mechanisms." Upon receiving confirmation from this Committee, applicants may then proceed according to the application process below

• Registration form (applicable to Purely entrusted cases)
• Registration form (applicable to Collaborative entrusted cases)

2. Please submit an official document to Taipei Medical University, accompanied by the "Declaration of Human Subject Protection Mechanisms." stamped with the institution's seal.
A template for the official entrusted-review request letter is attached (new version, effective July 1, 2026).
This Committee will respond by official letter and activate the system account.
3. Once the account has been activated, the Principal Investigator should proceed with the application in the TMU-eJIRB system.
Please upload both this University's official reply letter agreeing to the entrusted review and the "Declaration of Human Subject Protection Mechanisms 研究對象保護機制聲明書" to the "Applicant Institution's Consent Letter 試驗研究申請單位同意書" field in the system.
4. Review fees for entrusted-review cases are charged according to Category A rates. Payment must be completed before the case is submitted for review; please refer to the payment procedure instructions for details.
Once a research project has been approved by this Committee, the entrusting institution and this Committee will jointly handle follow-up tracking, oversight and management, and any necessary audits regarding the conduct of the research project.
